Government Strengthens National Ic Design Capability Through Malaysia–arm Strategic Partnership

PUTRAJAYA, 11 May 2026 – The Government today presented offers under the Strategic Partnership between the Government of Malaysia and Arm to three local companies, in an important step to strengthen the country's capabilities in integrated circuit (IC) design.
A total of four tokens, including Arm CSS (Compute Subsystems) and Arm Flexible Access , were approved to Great Asic Technology Sdn. Bhd., SkyeChip Bhd. and Oppstar Technology Sdn. Bhd. The offer opens access to Arm's compute platforms and intellectual property (IP) portfolio to accelerate the development of locally designed semiconductor products in Malaysia.
Economy Minister, YB Tuan Haji Akmal Nasrullah bin Haji Mohd Nasir, said the offer to the companies signals that Malaysia is moving towards a new phase of the semiconductor industry.
"Malaysia has long been known for its chip assembly, testing and packaging activities. This strength is important, but the future of the industry must not stop there. We must move further from the back-end to the front-end, from just producing to designing, developing IP and creating our own technology," he said.
The Malaysia–Arm collaboration encompasses three main thrusts, namely training 10,000 IC design talents, providing access to Arm's compute technology and portfolio to selected Malaysian companies, and developing local semiconductor products designed in Malaysia.
This initiative is in line with the direction of the Thirteenth Malaysia Plan (13MP), the New Industrial Master Plan 2030 (NIMP 2030) and the National Semiconductor Strategy (NSS), which emphasise the development of high-value-added industries, chip design, advanced packaging, semiconductor equipment and wafer fabrication.
The Ministry of Economy stressed that the success of this initiative will be measured by the implementation and tangible results, including commercializable products, more IPs registered in Malaysia, high-skilled jobs as well as the involvement of more local talents in high-value chip design work.
